Finding Technology for the Industry

The No. 1 Central Document is the first document issued by the central government every year. From 1982 to 1986, the No. 1 document focused on the “three rural issues” (agriculture, rural areas, and farmers) for five consecutive years. From 2004 to 2020, it focused on the three rural issues for seventeen consecutive years. There is a high probability that the No. 1 document in 2021 will still focus on the three rural issues. As can be seen from the table below, at the Central Rural Economic Conference held at the end of each year, the No. 1 document for the following year is discussed. Based on this deduction, the No. 1 document of 2021 will be released in February, with the theme “Opinions on Comprehensively Promoting Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas”.

According to the content of the 2020 Central Rural Work Conference and the title of “Opinions on Comprehensively Promoting Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas (Discussion Draft)”, the content of the 2021 No. 1 document may focus on the following aspects.

  1. Comprehensively promote rural revitalization. The focus of rural work will shift from concentrating resources to support poverty alleviation to a smooth transition to comprehensively promoting rural revitalization. At the same time, establish and improve mechanisms to prevent a return to poverty.
  2. Accelerate agricultural and rural modernization, and ensure food security. Formulate and implement a stricter cultivated land protection system, build high-standard farmland, protect black soil, and protect the “Great Northern Granary”. Promote research on core key agricultural technologies, with a focus on the seed industry. At the Central Economic Work Conference, it has already been emphasized to “be determined to fight a turnaround battle in the seed industry”, and to view genetically modified breeding and others rationally.   3. Ecological environment restoration and protection. Governance and restoration of agricultural non-point source pollution, soil pollution, groundwater over-extraction, and soil erosion. Improvement of human settlement environment.
  4. Promote rural consumption, expand domestic demand, and improve quality of life.

For agricultural technology companies, it is very necessary to study the No. 1 document to understand policy orientation and industry development laws, but one should not blindly chase hot spots. In this special industry of agriculture, the underlying logic for the survival of agricultural technology enterprises is not to participate in the redistribution of interests, but to improve industry efficiency. Therefore, it is necessary to focus on one’s own line of business, adhere to the development idea of “finding technology for the industry, finding solutions for pain points”, focus on core pain points in the industry, and provide good products and solutions that effectively improve production efficiency, reduce production costs, and enhance customer experience.
